The Hoa Binh provincial People’s Council issued Resolution No. 499/NQ-HDND on February 6, 2025, concerning the establishment and reorganisation of specialised agencies under the provincial People’s Committee.
During its 25th session, the 17th provincial People’s Council
approved several structural changes. Under the resolution, new agencies will be
formed through the merger of existing departments.
Accordingly, the Department of Home Affairs will be established by combining
the Department of Home Affairs and the Department of Labor, Invalids, and
Social Affairs.
The Department of Finance will be formed from the merger of the
Department of Planning and Investment with the Department of Finance.
Other newly formed agencies will include the Department of
Science and Technology (merging with the Department of Information and
Communications), the Department of Construction (integrating the Department of
Transport), and the Department of Agriculture and Environment (bringing
together the Department of Agriculture and Rural Development with the
Department of Natural Resources and Environment).
The Department of Ethnic and Religious Affairs will take over
religion and belief management functions from the Department of Home Affairs.
Apart from these new formations, several existing departments
will be reorganised. These include the Department of Education and Training,
the Department of Health, the Department of Culture, Sports, and Tourism, the
Department of Justice, and the Department of Industry and Trade.
The provincial People’s Committee will operate 13 specialised
agencies, comprising the Office of the provincial People’s Committee, the newly
established and reorganised departments, as well as the provincial
Inspectorate.
To ensure effective implementation, the council assigned the
provincial People’s Committee and relevant organisations to execute these
changes in accordance with regulations.
Meanwhile, the Standing Board of the provincial People’s Council, its
subcommittees, and council delegates will oversee the implementation process.
The resolution was officially adopted on February 6, 2025, and
took effect immediately upon approval.
