HBO - On April 3, the Hoa Binh provincial People's Committee held a teleconference with the provincial capital of the same name and the districts to launch measures to realise the National Target Programme on New Rural Development one year ahead of schedule, in line with the resolution adopted by the provincial Party Congress and the People’s Committee. Under the plan, during 2016-2020, 40 percent of local communes will be recognised as new-style rural areas, not any commune meet less than 10 criteria, each commune will meet 15 criteria on average and one district fulfill new rural development task. As of late March, 63 communes met the criteria, or 33 percent of the total. Among the 18 communes as assigned for the task, 14 are likely to complete dossiers to seek recognition in the second quarter of this year. For the goal of not any commune meeting less than 10 criteria, 43 communes still meet less than the figure, with 35 meeting 9 and 8 meeting 8. 

The provincial People’s Committee asked the districts to the review the ability to meet the criteria, devise a frame plan, allocate resources for the effort so that each commune could meet 1-2 criteria and more in 2019. For the goal of meeting an average of 15 criteria per commune, only 13.8 were achieved. For the goal of having one district-level unit to complete new rural development task, Hoa Binh city was recognised by the Prime Minister for its task completion in 2018. Luong Son district is striving to become a new-style rural area in 2019.

At the event, leaders of the provincial Department of Agriculture and Rural Development adopted a plan to review the 10-year implementation of the National Target Programme on New Rural Development for the 2016-2020 period. Accordingly, communes must complete the review before June 30, Lac Thuy district is due to report before July 15 and other districts and city before August 15. The province will complete the review in September and ask departments and agencies concerned to raise public awareness of the programme’s goal and policy contents, outstanding models and examples, effective initiatives and experience in the field.

Concluding the event, Vice Chairman of the provincial People’s Committee Nguyen Van Dung said with high determination to realise the National Target Programme on New Rural Development one year ahead of the schedule in line with the resolution adopted by the provincial Party Congress and the People’s Committee on the back of practical and concerted measures, localities must strengthen directions, pool public involvement and incorporate resources to carry out the programme, and continue raising public awareness of the programme. 

In particular, special attention must be paid to production, income improvement and sustainable poverty reduction for residents. For communes already meeting the criteria, they must continue striving to achieve higher standards. Other communes seeking the recognition must complete dossiers and reports to submit to the district People’s Committees for consideration. Meanwhile, Luong Son district must complete dossier before September 30.
