(HBO) - Developing Luong Son township and its expanded area into a tier-IV urban area is a major policy of Hoa Binh province. To that end, on May 11, 2012, the provincial Party Committee issued Resolution No.06 on mobilising resources to turn Luong Son district’s central area into a tier-IV urban area towards the early establishment of Luong Son town.

Following the resolution, the district has coordinated with departments and sectors to make detail plans and programmes, which focus on measures to increase the quality of planning, intensify State management efficiency, attract and effectively use resources to invest in infrastructure.

Attention has been paid to the planning and development of residential areas, particularly a five-hectare commercial centre and housing project of Dong Duong joint Stock Company, a 10-hectare commercial residential area and central market project of Queensland Limited Company. The economic structure has been shifted to industry and services. Therefore, the labour structure has been shifted from the agricultural sector to the non-agricultural sector.

In addition, to speed up the completion of tier-IV urban criteria, since 2012, the district has integrated an emulation movement to complete the criteria in other campaigns such as "Luong Son district joining hands in new-style rural building”.

On November 11, 2019, a State-level assessment council chaired by the Construction Ministry met to consider the performance of Luong Son township and its expanded area towards tier-IV urban criteria. The council gave Luong Son 84 out of 100 points, therefore, the Minister of Construct signed a decision recognising that Luong Son township and its expanded area had met tier-IV urban criteria. According to the planning, the tier-IV urban Luong Son will have a total area of 112.75sq.m and a population of 51,838. The urban area, including Luong Son township and Hoa Son and Nhuan Trach communes, has an area of 43.98sq.km and a population of 38,738. The suburban area, including Lam Son, Tan Vinh and Cu Yen communes, has an area of 68.77sq.km and a population of 13,100.

That Luong Son township and its expanded area meet tier-IV urban criteria is expected to open up opportunities for the central area of the district to develop more rapidly and comprehensively./.
