After more than two months of focused leadership and direction, Hoa Binh province has successfully reorganised the political system’s organisational apparatus at both the provincial and district levels, in line with the Party Central Committee's guidelines, creating a leaner, more efficient, and effective political system.

The mergence of agencies and adjustments of personnel are designed to establish a modern, more effective public administration system. At the same time, the locality has directed local Party committees, agencies, and units to focus on political tasks with renewed determination and energy, ensuring robust development in the coming period.

Over the recent past, local Party committees, organisations, agencies, and units have given advice to the provincial Party Committee and its Standing Board to effectively implement solutions and reforms for restructuring the political system, yielding tangible results. Between 2017 and 2024, the province reduced one district, eliminated 59 commune-level administrative units, closed one department, and cut 57 divisions, departments, and public sector units at the provincial level, along with 21 specialised divisions at the district level.

Notably, since the end of 2024, the province has adhered rigorously to the Party Central Committtee’s directive to streamline its administrative apparatus. In total, the province has reduced 5 provincial agencies, 39 provincial divisions and units, and 31 specialised divisions at the district level.

After over two months of diligent and effective work, the provincial Party Committee and its Standing Board, as well as various agencies and units have successfully completed the restructuring process.

More than 20 officials under the management of the provincial Party Committee and its Standing Board have voluntarily retired early to facilitate the process. Across the province, many others have followed suit, demonstrating their commitments to the development and restructuring of the political system into a leaner, more dynamic, and effective model.

With the restructuring now completed, the province is well-positioned to successfully organise party congresses at all levels, achieve the political goals set out in its plans, and prepare for the next phase of development. In 2024, Hoa Binh achieved impressive results, exceeding all 19 targets set for the year. The growth rate reached 9%, budget revenue hit 7.56 trillion VND (295.25 million USD), surpassing its target by more than 800 billion VND, while political stability created a favourable environment for socio-economic progress.

Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the provincial Party Committee, emphasised that the restructuring of the organisational apparatus is an essential step towards improving its efficiency, strengthening leadership capacity, governance, and the Party’s combat strength. The province is now urgently reviewing and amending its regulations to ensure the smooth implementation of new functions and responsibilities. Each task must have clear leadership and designated units, ensuring cohesive and coordinated work. Agencies and units will continue to strengthen their political and ideological work to ensure efficient leadership and management across all levels, with a focus on eliminating any gaps in operations and maintaining momentum in work.

He said that the province aims for a growth rate of 9% in 2025. However, following directives from the central authorities, this target has been revised upwards to approximately 10.2%, which will require significant efforts and determination from all sectors, especially those in leadership roles.

The provincial Party Committee’s Standing Board is focusing on directing the implementation of key projects, particularly those aimed at improving infrastructure, administrative reform, and attracting investment.

The province still has substantial development potential, with 14 major projects worth over 80 trillion VND in total investment. Notable projects include Hoa Binh-Moc Chau expressway, regional connectivity roads, and eco-tourism urban developments in Kim Boi and Lac Son districts. The province is also preparing to launch Hanoi-Hoa Binh expressway project. In the next term, Hoa Binh aims to double its budget revenue to approximately 13.5 trillion VND.
