As large investors and projects play a crucial role in optimising local potential and advantages, Hoa Binh province has established a steering committee to promote major projects and foster progress. With strengths in agriculture, industry, and tourism, the province is positioning itself as an emerging investment destination in northern Vietnam.

Driven by reform and a commitment to action, authorities are actively removing bottlenecks—particularly in administrative procedures, land, and site clearance. The province sees investors and businesses as a growth engine, and investment climate improvement a priority for the entire political system. To do that, weekly and monthly meetings have been held to remove bottlenecks and fast-track projects.

In the resolution of the 17th provincial Party Congress, Hoa Binh aims to become a leading economic hub in the northern midland and mountainous region by 2030. To realise that vision, many incentives and preferential policies have been issued to attract investment, especially in such key areas as high-tech agriculture, modern industry, and green and sustainable tourism.

Hoa Binh is also ramping up infrastructure development, focusing on areas with natural advantages such as Hoa Binh Lake, Kim Boi, Luong Son and Da Bac districts, along with Hoa Binh city. Several strategic transport projects are underway, including the Hoa Binh – Hoa Lac and Hoa Binh – Moc Chau expressways, expected to help boost regional connectivity and attract private investment.

Eight industrial parks covering over 1,500 ha have been planned. Besides, three new industrial parks and 21 industrial clusters have been proposed.

Japanese electronics giant Meiko is currently building a printed circuit board (PCB) plant in the Da River Left Bank Industrial Park, marking one of the fastest-disbursing projects in the region. Phase 1 is expected to deliver its first products in October 2025, generating new export value as well as thousands of jobs.

Chu Van Thang, head of the Hoa Binh Industrial Parks Authority, said the province has actively supported Meiko by helping complete wastewater treatment infrastructure, ensure power supply, and meet environmental and fire safety standards. A dedicated working group was also formed to assist the investor with administrative procedures.

In 2025, Hoa Binh has selected 24 key projects worth over 100 trillion VND (3.93 billion USD), including 78.2 trillion VND from non-state budget sources. These are seen as catalysts for socio-economic breakthroughs in the years to come.

The province’s leaders are pushing for rapid site clearance, streamlined administrative processes, and close coordination between agencies and local governments. District-level Party Secretaries and People’s Committee Chairpersons are held accountable for project progress.

Despite the ongoing apparatus restructuring, momentum remains strong. Mai Chau district has completed site clearance for the Hoa Binh – Moc Chau expressway project while Da Bac district is working to hand over ready sites to contractors.

With the entire political system's engagement in supporting businesses and investors to carry out strategic projects, Hoa Binh is gradually establishing itself as an attractive destination for large investors and projects to realise its development aspiration./.
