The Hoa Binh Lake area, designated as a national tourism zone, adds to the province’s "golden opportunities” for attracting investment and making breakthroughs.
In recent years, major economic groups have expressed interest in the province’s potential sectors. For the first time, both public and private investment commitments in Hoa Binh have reached billions of US dollar. State-funded projects alone amount to tens of trillions of Vietnamese dong. That promises new values for Hoa Binh to make economic acceleration.
However, Hoa Binh faces mounting pressure in the race to attract strategic projects as other provinces are drastically working to improve the investment environemt, streamline administrative procedures, and tackle hindrances facing businesses. At the same time, many projects still face procedural obstacles related to land clearance, forest and rice land conversion, and construction permits, slowing down their implementation.
In response, Hoa Binh authorities have made investment environment reform a key priority. The provincial Party Committee and People’s Committee have taken a strong stance: improving the investment climate is a vital condition for sustainable development. Clear responsibilities have been assigned to departments, sectors, and localities. Meetings are held weekly and monthly by the provincial People's Committee to track progress and resolve issues in each investment project.
A steering committee for key projects has been established to ensure direct oversight. Leaders at all levels — from district Party secretaries to People's Committee chairpersons — coordinate with project developers and relevant units to expedite site clearance, build resettlement areas, and complete procedures for land use purpose conversion. Detailed action plans have been drawn up to address obstacles faced by projects whose progress is used to assess public officials' performance. Provincial leaders are intensifying on-site inspections and regularly meetings with investors to identify and resolve problems quickly. The overarching goal is to provide timely and practical support for the projects in high-potential sectors, thus accelerating their progress so as to soon turn local advantages into high-value products and services.
Thanks to the decisive efforts by all-level authorities, delays in administrative procedures have been gradually addressed. Procedures related to land, construction, and the environment have been significantly expedited, with improvements noted across various project stages.
Secretary of the Party Committee of Kim Boi district Nguyen Hoang Thu stated that designated as a tourism and resort hub, the district has worked closely with investors to facilitate major projects. These include the inter-regional road linking Hoa Binh with Hanoi, Hoa Binh – Moc Chau Expressway, along with the Cuoi Ha eco-urban and cable car complex in Kim Boi and Cuoi Ha communes.
Other large-scale projects already underway across the province include the Hoa Binh – Moc Chau Expressway, Meiko Electronics Co. Ltd’s electronic printed circuit board factory (Japan), Xuan Son Cement Plant, Xuan Thien lime and light powder factory, and the Nhuan Trach Industrial Park. Once completed, these projects are expected to open up huge opportunities for socio-economic development, create a breakthrough in the economic structure, and provide jobs for thousands of local workers.
The inspectorate agency of Hoa Binh province has issued Official Dispatch No. 1090/TTr-PCTN to provincial departments, agencies, localities, business associations, enterprises, and investors regarding measures to improve informal component indexes of the Provincial Competitiveness Index (PCI).
