The steering committee for key projects of Hoa Binh province convened on May 14 to assess the progress of major ongoing developments

The Department of Finance delivers a report on the progress of key projects in the province.
Currently, Hoa Binh has 14 key projects under the committee’s direction, comprising one public-private partnership (PPP) project, five transport and irrigation projects funded by public investment, and eight non-budgetary projects. Recently, the standing board of the Party Committee of the provincial People’s Committee added 10 more non-budgetary projects to the priority list, raising the total number to 24, with a combined investment exceeding 102 trillion VND (3.9 billion USD). Among these, 11 projects have commenced, with progress on schedule.
During the meeting, delegates noted that disbursement for key public-funded projects remains low due to bottlenecks in site clearance, which has hindered construction progress. Key challenges include discrepancies in land mapping and documentation, and difficulties in verifying land origins. Furthermore, recent changes in compensation prices for crops and vegetation along the Hoa Binh – Moc Chau expressway have led to public disagreement over compensation rates. Compulsory land clearance enforcement also faces hurdles due to coordination issues.
Representatives from districts and city called on the provincial People’s Committee to provide unified guidance on compensation pricing to accelerate land clearance. They urged stronger coordination among relevant departments and local authorities to finalise land origin verification and registration procedures to facilitate compensation and resettlement efforts. Localities expressed commitment to completing land clearance for the projects by June to hand over cleared sites to investors.
In his closing remarks, Secretary of the provincial Party Committee Nguyen Phi Long highlighted that 11 key projects have broken ground over the 2023–2024 period. He emphasised the shift from passivity to proactive coordination across departments and agencies, driven by clearly assigned responsibilities and deadlines. However, he acknowledged that land clearance remains the most pressing issue, due to legal and policy constraints, challenges in public communication, and limitations in the capacity of relevant officials.
He instructed the standing board of the Party Committee of the People’s Committee to continue directing efforts to complete compensation and land clearance for key transport projects already underway, with the goal of handing over cleared land by June to expedite construction. The pPeople’s Committee was also tasked with completing procedures to begin work on the Hoa Binh – Hoa Lac road expansion, tourism infrastructure, and educational facilities across the province. Regarding the 10 newly added key projects, he urged the People’s Committee to work closely with investors to review, guide, and support completion of necessary procedures, aiming to start construction as early as August.
