(HBO) – Vice General Secretary of the Party Committee and Chairman of the People’s Committee of the northern province of Hoa Binh Nguyen Van Quang presided over a dialogue between the provincial People’s Committee with enterprises located in local industrial parks (IP) and foreign investors in the localities on July 20. The event drew 72 enterprises.

Prior to the talks, the provincial People’s Committee asked local departments and sectors to collect opinions and proposals of foreign companies and enterprises at local IPs via written forms.

The provincial Department of Planning and Investment delivered questionnaires to 72 local firms. As of July 17, it received feedback from 13 enterprises in the IPs and foreign investors, 29 of whom said they faced difficulties during the production and business process, mostly in land use, ground clearance, land origin clarity, compensation for land retrieval, as well as water and power supply. They also raised problems relating to transportation, taxation, banking, labour, employment and inspection. 

The analysis of opinions showed that the number of proposals pertaining to the quality of labour employed by the enterprises has increased 2.5 times compared to the previous business dialogue held in April 2017.

At the dialogue, functional departments answered a large number of questions raised by businesses and investors, while noting down their recommendations related to ground clearance, environment and natural resources, planning, management of planning, the granting of investment licences, the construction of houses for workers in Luong Son Industrial Park, as well as the quality of electricity supply for production, management of oversized and overloaded vehicles, and incentives for investors.

Participating businesses and investors assessed that the quality and effectiveness of the dialogue was significantly improved. They also showed their pleasure at the response of local agencies and specific guidance of the Chairman of the Provincial People's Committee on measures to deal with requests of enterprises and investors.

Acknowledging recommendations of the businesses and investors, Chairman of the provincial People's Committee Nguyen Van Quang said that the organization of dialogues with enterprises in local IPs and foreign investors is part of the province’s efforts to improve its investment and business environment in accordance with Resolution 19 and Resolution 35 of the Government on measures to enhance national competitiveness and support business development to 2020.

The provincial People's Committee has renewed and improved the quality of the dialogues, thus timely learning aspirations and difficulties of enterprises and investors in order to give specific solutions with clear timetable and individuals’ responsibility. This is expected to create practical support to businesses and investors, assisting their successful investment, while building a government accompanying with and serving businesses and people for the overall development of the province. 

The provincial leader also gave directions to address the recommendations of enterprises and investors. Responding to proposals of the provincial Business Association on issues related to planning management, site clearance, construction of transport infrastructure, waste treatment, the attraction of investment to promising fields in the province, the provincial leader promised to work with different agencies to give specific directions.

On opinions sent by Trung Son Cement Company on the issues on the planning and the licensing of projects, Chairman of the provincial People's Committee Nguyen Van Quang assigned functional departments and the People's Committee of Luong Son district to clarify and submit a report on the issues before August 30.
