(HBO) - The resolution of the 17th Party Congress of Hoa Binh province set targets of the province’s economy reaching the national average, 10 trillion VND in State budget collection, and economic development in line with sustainable environmental protection, and the provincial competitiveness index up at least 3 steps each year by 2025.

The year 2021 - the first year implementing the 17th Provincial Party Congress’s Resolution, is determined to be the year for administrative reform and improvement of the business environment. The provincial Party Committee and People's Committee have directed the departments and business community to implement specific solutions to improve the business environment and create conditions for the healthy development of all economic sectors.

Vice Chairman of the provincial Business Association Ha Trung Nguyen said in order to implement the resolution, on November 16, 2020, the Chairman of the provincial People's Committee issued Document No. 1980/UBND-NNTN allowing the development of a set of Competitiveness Indexes and a survey to assess enterprises’ opinions about the business and investment environments in districts, Hoa Binh city, and departments. This is a set of indexes surveying the satisfaction of enterprises, cooperatives, and business households on various aspects of economic management capacity and business environment improvement at the district, city and provincial levels to contribute to the realisation of the goal of improving the province’s business environment.

This year, the province is focusing on improving its business environment, solving bottlenecks in administrative procedures and site clearance, and supporting investment projects. The standing board of the provincial Party Committee has assigned its members to directly urge departments, branches and localities to perform socio-economic development tasks, with priority given to solving difficulties in investment projects, administrative reform, ground clearance and provincial planning.

It acknowledges that the provincial planning with a vision to 2050 is being implemented quickly, and ensured progress and quality to submit to competent authorities for approval as a basis for planning management and the implementation of green and sustainable development goals.

The province is drastically stepping up administrative reform, aiming to reduce at least 30 percent of administrative procedures, reduce paperwork, and organise meetings when dealing with issues related to businesses and investors.

The standing board of the provincial Party Committee also focuses on directing the decentralisation and raising sense of responsibility of each individual in association with urging, inspecting and implementing specific and practical solutions to improve the investment and business environment and provide support for businesses and investors to carry out projects in the province’s strong fields such as supporting industries, high-quality agriculture, urban areas, eco-tourism so as to realize the 17th provincial Party Congress’s resolution./.
