With a total investment of nearly 10 trillion VND (nearly 406 million USD), the Hoa Binh - Moc Chau Expressway (section Km19+000 - Km53+000 in Hoa Binh province) has been the largest transport project in Hoa Binh province to date. As its construction is planned to begin in September, the management board of traffic works investment projects of the province is urgently preparing all conditions to start the work.

Bui Chi Cong from the management board said that the work of preparing, appraising and approving technical designs is being implemented according to regulations.
Implementing the direction of the provincial People's Committee, the project’s investor and related agencies and units are urgently speeding up the investment progress to start construction. The management board is finalising the contents on the conditions for organising the groundbreaking ceremony; and coordinating with Da Bac district in compensation, support and resettlement works. The related units are urgently implementing the works and procedures to start construction as scheduled.
According to the management board, immediately after the groundbreaking ceremony, construction on the section Km19+000 - Km40+750 (from the beginning of the expressway to before Hoa Son bridge) will be carried out within this month. For the section Km40+750 - Km50+400 (including Hoa Son bridge) and the section Km50+400 - Km53+000, construction is expected to begin in November.
The project was approved by the People's Council of Hoa Binh province in late 2022, with a total investment of 9.997 trillion VND, sourced from the central provincial budgets.
It is of great importance to the socio-economic development of Hoa Binh in particular and the Northwestern provinces in general, as it creates a premise to complete the CT.03 expressway (Hoa Binh - Son La - Dien Bien) according to the master plan on the road network for the 2021-2030 period, with a vision toward 2050 approved by the Prime Minister.
