The provincial People's Committee on October 8 held a conference to sum up the 2023 administrative reform emulation movement and award winners of the online contest on learning about administrative reform work in Hoa Binh in 2024, under the chair of Vice Chairman Nguyen Van Chuong, who is deputy head of the provincial Steering Committee on Administrative Reform, and head of the contest’s organising board.

Last year, the province's administrative procedure reform
reached 12.99 out of 13 points, or 99.93%, 5.85% higher than that in 2022,
making it rank first out of the 63 provinces and cities. Its direction and
administration work hit 9.5 out of 9.5 points, or 100%, 10.77% higher than that
in the previous year, making it rank first out of the 63 provinces and cities.
Hoa Binh ranked fourth out of the 63 provinces and cities in terms of
organisational apparatus reform, gaining 9.94 out of 10.5 points, equivalent to
94.66%, 2.21% higher than that in 2022.
Meanwhile, the online contest 96,657 entries from 8am on August 5 to 9pm on
September 1. Of the total, 2,892 people answered all 10 questions correctly.
Speaking at the conference, Chuong emphasised that in recent
years, the city has paid due attention to administrative reform work, and
identified it as a key task, and a breakthrough in implementing political tasks
in each agency, unit and locality.
He requested agencies, units, and localities to continue
leading, directing, and effectively and timely implementing administrative
reform tasks in 2024; improving the responsibility of heads of state
administrative agencies in the province; focusing on solutions to improve the Public
Administration Reform (PAR) Index, Satisfaction Index of Public Administration
Services (SIPAS), Governance and Public Administration Performance Index
(PAPI), Provincial Competitiveness Index (PCI) in 2024. He also stressed the
need to tighten administrative discipline, improve the quality of public
service ethics, continue to research and organise relevant competitions, and
study to propose new solutions on administrative reform to improve the
effectiveness of direction and administration.
At the event, the provincial People's Committee awarded certificates of merit
from its Chairman to eight collectives and 11 individuals with outstanding
achievements in administrative reform work in 2023. The contest’s organising
board also presented certificates of merit to five collectives with outstanding
achievements in holding the contest, along with four first, four second, eight
third, and eight consolation prizes, and one individual prize with the closest
and fastest vote in the contest.
No success is easy, especially for a mountainous province like Hoa Binh, which still faces many difficulties. In the process of economic restructuring, the locality encounters various challenges, ranging from weak infrastructure, ineffective investment attraction, to barriers in awareness. However, it has taken effective solutions to overcome obstacles hindering economic development.
