The Hoa Binh provincial Party Committee’s Standing Board recently held a meeting under the chair of Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the provincial Party Committee, to look into some important socio-economic development issues.

Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the provincial Party Committee, speaks at the meeting.

Discussing the organisation plan for a ceremony marking the 140th founding anniversary of Hoa Binh province (1886 - 2026) and the 35thanniversary of the province’s re-establishment (1991 - 2026), officials shared the view that the celebration aims to honour the revolutionary tradition, patriotism, solidarity, as well as pride that Hoa Binh’s Party organisation, administration, and people from all ethnic groups take in the local economic, cultural, social, and security - defence achievements over the 140-year course of construction and development. It is also meant to enhance solidarity among ethnic groups, meet people’s cultural enjoyment demand, and popularise the province’s potential to attract domestic and foreign investors and tourists.

The ceremony is expected to be held at the provincial level in mid-October 2026. Celebratory activities are set to take place from 2025 to September 2026.

Talking about this issue, Long agreed on the plan and requested that the ceremony be held in a solemn, efficient, safe, and economical manner. It needs to popularise images of Hoa Binh’s land and people while creating a joyful atmosphere among local cadres and people. Besides, other celebratory activities must also highlight the local economic, cultural, social, and security - defence attainments over 140 years of construction and development, and 35 years since the re-establishment. Focus should be on such activities as organising a workshop on the Hoa Binh Civilisation along with cultural and arts contests and festivals, launching and completing key projects in celebration of the anniversaries, and holding exhibitions on local socio-economic achievements.

With regard to the additional spending from the 2024 state budget to support poor and near-poor households to celebrate the Lunar New Year (Tet) and buy health insurance, members of the Standing Board showed consensus on the proposal by the provincial People’s Committee.

Statistics show that in 2024, the household poverty rate in Hoa Binh province dropped by 2.43% to 6.77%. Poor households numbered 14,792 while near-poor ones 17,496. As the base salary increased, financial aid for targeted groups to purchase health insurance also rose accordingly.

Meanwhile, to successfully carry out the "People nationwide join hands for the poor – leaving no one behind” campaign and ensure a merry Tet for all, the Party Civil Affairs Board of the provincial People’s Committee proposed the provincial Party Committee’s Standing Board approve support worth 500,000 VND (19.6 USD) for each poor household and 300,000 VND for each near-poor one.

Given this, an additional nearly 19.68 billion VND from the 2024 state budget needs to be spent to aid poor and near-poor households to celebrate the 2025 Tet and buy health insurance.

In terms of the proposed adjustment to the land use plan for 2021 - 2030 of district-level localities, the Secretary demanded that adjustments must accord with the provincial Master Plan and ensure local socio-economic development. Idle projects must be reviewed and revoked in line with regulations to prevent wastefulness of land resources.

Mentioning the provincial People’s Committee’s proposed plan for implementing the Master Plan of Hoa Binh province for the 2021 - 2030 period, with a vision to 2050, he requested resources be maximised while all economic sectors mobilised for the implementation. Focus should be paid to developing socio-economic infrastructure, especially transport, urban, and industrial park facilities.

At the meeting, participants also scrutinised the proposed adjustments to the investment policy on a copper mining project in Khanh hamlet of Thach Yen commune (Cao Phong district), and the re-organisation of the Boarding Junior High School for Ethnic Minority Students in Da Bac district.
