During his lifetime, President Ho Chi Minh always expressed his deep affection and special concern for children and youth. He once emphasized: "Caring for and educating children well is the responsibility of the entire Party and the entire people”; "First of all, the family (i.e. grandparents, parents, siblings) must do this job well”. "the Party Committees…, the Children’s Committee, the Youth Union, the education sector, and all related organizations must have specific plans to ensure children grow healthier and more progressive”. His teachings has been remaining valuable and serving as the guiding principles in the work of protecting, caring for, and educating children. In line with this ideology, Hoa Binh Province has continuously been prioritizing and investing resources in the well-being of children in recent years.

Currently, in the province there are nearly 225,000 children, including 2,809 children in especially difficult circumstances across 14 categories, and nearly 43,000 children at risk of falling into special circumstances. Over the past time, the province has issued numerous directives and implemented coordinated programs and plans to safeguard children's rights and create opportunities for their comprehensive development.

Child protection work is carried out on three levels: prevention, support and intervention. At theprevention level, various sectors and organizations collaborate to conduct the public awareness campaigns, provide legal education, and equip families with the knowledge and skills for child care and protection. Thanks to this, the awareness and responsibility among families, schools, agencies, and society have improved, particularly in preventing abuse, accidents, and ensuring child safety. At thesupport level,the child protection and care services continue to be strengthened. The child protection committees at all administrative levels, from the provincial to communal ones, are responsible for managing, coordinating, and effectively implementing the child protection activities in a timely manner. At theintervention level,the province continues to implement Decision No. 2728/QĐ-UBND, dated November 9, 2020, which outlines the coordination procedures for support and intervention in cases of violence and abuse against children. The Provincial Center for Social Work and the Children’s Protection Fund have provided emergency support and care for 34 children in especially difficult circumstances. Additionally, all Party and State policies on child protection and care are being promptly and fully implemented.

Child care efforts are made concrete through various meaningful and practical activities. During the Lunar New Year of 2024, nearly 2,000 gift packages worth 895 million VND were distributed to the families with children in difficult situations, funded by both the State budget and social contributions. Duringthe Action Month for Children in 2024, onthe International Children's Day (June 1)and at the campaign launch event, there were 359 local campaign events across the province, attracting the participation of nearly 60,000 children, with over 23,000 receiving gifts totaling more than 2.3 billion VND. The scholarships worth over 229 million VND were awarded to 940 children.

In addition, during Action Month for Children, the localities organized nearly 550 contests, children's forums, camps, and other events with the participation of over 75,000 children, providing safe and engaging spaces that encourage children to express their views on the matters affecting their lives. TheProvincial Children’s Protection Fundcontinues to be an effective channel for mobilizing the social resources. In 2024, the fund received donations totaling 2.283 billion VND and supported 5,633 children through visits, gifts and assistance.

The Action Month for Children in 2025, taking place fromJune 1 to June 30, is themed: "Prioritizinresources to achieve the goals for children.This month aims to effectively implement the 2016 Law on Children and various provincial programs and policies that guarantee the children's rights. It also aims to boost public awareness of the sectors about the importance of child protection, care, and education, to promote attention and resource mobilization so that children can enjoy a safe and healthy summer. This is also a time for the entire province to reflect on past achievements and to strengthen the public outreach and community engagement in protecting and nurturing children. 

Mr. Nguyen Duc Tuyen, the Deputy Director of the Department of Health, says: "The child protection, care, and education in Hoa Binh have achieved important results. Most notably, there has been a positive shift in the community awareness about children’s right to participate in matters concerning them. Timely interventions, monitoring, and support for children facing abuse, accidents, or difficult circumstances are being prioritized by local Party committees and authorities

"Today's children, tomorrow's world. To nurture the green shoots of the future requires the united efforts of the entire community. The International Children's Day (June 1) and the Action Month for Children serve as important reminders for every family and the whole of society to recognize their responsibilities in protecting, caring for and educating children. Every act of care and every contribution forms a strong foundation for building a safe, healthy, friendly, and happy environment in which children can thrive.
