(HBO) – The ninth session of the 16th Hoa Binh People’s Council of the 2016-2021 tenure opened on July 17. Following the opening remarks of the Chairman of the provincial People’s Council, Bui Van Cuu, Vice Chairman of the provincial People’s Committee, delivered a brief supplementary report on the socio-economic development plan in 2018, socio-economic development situation in the first six months of 2019, the budget spending and collection in the first half of the year as well as major tasks for the rest of 2019.

According
to the report, from 2018 to June 2019, amidst many challenges and difficulties,
the provincial People’s Committee directed sectors to comprehensively and
drastically implement the Government’s measures to realise the socio-economic
development and State budget estimation in 2019, while speeding up
administrative reform and removing difficulties, promoting business and
production, ensuring social welfare as well as defence-security.
Leaders
of the provincial Vietnam Fatherland Front Committee reported its operations in
the first half of 2019 and gave a number of proposals.
The
provincial People’s Committee leaders also briefed the participants on the
results of the absorption and settlement of voters’ opinions after the seventh
session of the 16th provincial People’s Council.
Meanwhile,
leaders of the Economy-Budget Board of the provincial People’s Committee
delivered a report verifying reports of supplementary reports on socio-economic
development plans in 2018 and the first six months of 2019 as well as missions
and solutions for the rest of the year, and the implementation of budget
collection and spending in the first six months of 2019 and solutions for the
rest of the year.
At
the opening session, the People’s Council approved a proposal and a resolution
on personnel work. Then
members of the council voted to select Bui Van Khanh, Deputy Secretary of the
provincial Party Committee and Vice Chairman of the People’s Committee as the Chairman
of the People’s Council, and Bui Thi Thuy Binh, Director of the provincial
Department of Justice as a member of the provincial People’s Committee.
On
the first working day, the provincial People’s Council members passed brief
reports on the implementation of tasks in the first six months of this year and
the orientations for the rest of the year of the Court, Procuracy, and Civil
Judgment Execution sectors.
They
also approved a brief report verifying reports of the provincial People’s
Council’s Boards, a proposal on the supervision programme and another on the
formation of a specialised supervision team of the council in 2020. At the same
time, they also passed a proposal on the implementation of tasks after the
seventh session to before the ninth session, and a number of other documents.
On
July 18, delegates listen to a number of proposals and draft resolutions of the
provincial People’s Council and a report verifying the draft resolutions of
departments of the council. They discuss in groups on issues given in the
session.
The subcommittee for documents of the 18th Hoa Binh provincial Party Congress, the 2025 - 2030 term, convened on March 3 to review and incorporate public feedback on the congress’s draft documents. The meeting was chaired by Nguyen Phi Long, an alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee. It was attended by senior provincial officials, including Bui Thi Minh, Permanent Deputy Secretary of the provincial Party Committee and Chairwoman of the provincial People’s Council; Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; other members of the Standing Board of the provincial Party Committee; and members of the document subcommittee.

On this day, the newly merged departments and agencies took proactive steps to arrange personnel, organise workflows, and implement tasks efficiently, ensuring that administrative procedures were carried out smoothly without interruption.
Kim Boi district of Hoa Binh province has thoroughly implemented and adhered to Resolution No. 18-NQ/TW on restructuring the organisational apparatus of the political system towards a streamlined, efficient, and effective direction, ensuring no disruption of work.
By mid-February, Da Bac district completed a plan to streamline its organisational apparatus and personnel work, marking a milestone in efforts to promote restructuring towards a leaner, more efficient organisational system, closely following directives from the Party Central Committee’s Resolution No. 18-NQ/TW, and Conclusion No. 121-KL/TW, and Resolution No. 27-NQ/TU of the provincial Party Committee and Conclusion No. 1103-KL/TU by the provincial Party Organisation’s standing board.
