(HBO) – In 2019, joining efforts by the whole country, Hoa Binh province worked hard to overcome many difficulties and challenges to carry out political tasks effectively. The following are the 10 outstanding events and achievements of the province last year:
1. The province’s great unity bloc was fortified. The
political system was streamlined in a lean, efficient and effective manner.
Meanwhile, local authorities also stepped up the re-organisation of district-
and communal-level administrative units, as well as the merger of hamlets and
residential quarters. In 2019, Hoa Binh merged 221 hamlets and residential
quarters, thus reducing the number of the entities by 110. Meanwhile, the
National Assembly Standing Committee issued Resolution 830/NQ-UBTVQH14 on
December 17, 2019 on the re-organisation of district- and communal-level
administrative units in Hoa Binh. Implementing this resolution, the province
cut 59 communes and one district.
2. The local economy posted many significant
outcomes. Hoa Binh recorded an economic growth rate of some 9.05 percent. The
industry-construction sector contributed 45.67 percent to the gross regional
domestic product (GRDP), services 29.58 percent, agriculture-forestry-fisheries
19.8 percent, and tax on goods 4.95 percent. Exports brought home about 791.9
million USD while imports were estimated at 635 million USD, respectively
rising 24.48 percent and 29.52 percent year on year. About 4 trillion VND
(172.8 million USD) was collected to the State budget, 30 percent higher than
the target set for the province by the Prime Minister.
3. The new-style rural area building proved
fruitful. By the end of 2019, 88 percent of the 191 communes across the
province or 46.07 percent of the total had finished building new-style rural
areas, with 25 recognised in 2019. Last year, Hoa Binh city and Luong Son
district also earned the recognition.
4. Investment promotion was strengthened,
attracting many potential investors. Besides, Hoa Binh effectively implemented
solutions to improve the business climate and address difficulties facing
enterprises and investors. In 2019, it approved and granted investment
registration certificates to 59 projects while revoking licenses of 42 others.
About 400 new businesses were established with a combined registered capital of
8.5 trillion VND. During the year, the province successfully organised the Hoa
Binh Citrus Tree Festival; the Agricultural and OCOP Products Fair of northern
region; the week introducing Hoa Binh’s high-quality citrus fruits,
agricultural and aquatic products at the Big C Thang Long supermarket in Hanoi;
and the agricultural product and food week at the Saigon Co.op retail system in
Hanoi.
5. Social security and welfare attracted attention.
By the end of 2019, jobs had been created for about 16,700 labourers in Hoa
Binh, 6.4 percent higher than the year’s target. They included 1,586 people
gaining jobs through the National Employment Fund, equivalent to 101 percent of
the year’s target; and 340 working abroad under fixed-term contracts,
equivalent to 113 percent of the plan. The household poverty rate had been
brought down by 3.1 percent from 2018 to some 11.64 percent.

Due attention was paid to socio-economic infrastructure. Urbanisation rate last
year 2019 was estimated at 23.01 percent. Hoa Binh authorities showed effective
transport management, giving priority to works of importance, namely the
opening of Hoa Binh 3 Bridge, the construction of Hoa Binh 2 Bridge, and the
completion of nine storeys of the internal medicine and anti-infection
departments at the province’s general hospital.

Positive changes were recorded in cultural activities. The province
successfully organised the 2019 Hoa Binh Culture-Tourism Week with a mixture of
activities such as a beauty contest of the Muong Land and a cuisine festival
comprising of traditional dishes. In the year, as many as 63 festivals were
held, in connection with the conservation and development of ethnic groups’
cultural identity, historical-cultural sites and tourism in the province.

The sport sector also earned remarkable achievements. Hoa Binh was the host of
the national youth mountain biking and national mountain biking championships
and the national long-distance cycling tourney. For the first time, cycling
coaches and athletes of the province joined the national sport delegation
competing at the 30th Southeast Asian Games (SEA Games 30), and Hoa Binh-born
cyclist Dinh Thi Nhu Quynh brought home a gold medal in the women’s cross-country
mountain biking.

9.
Tourism development received due attention. The Hoa Binh smart tourism portal
and a historical site in the school for southern ethnic minority cadres in Lac
Thuy district were launched in the year. Local historical sites received
investment in line with tourism development.

Incidents in the province were promptly handled, including the wastewater
discharge by the Northeastern Hapaco company and the dumping of oil in Dam Bai
lake area which caused water pollution at the Da River water company. The
province also carried out inspections and supervisions and imposed disciplinary
measures against Party members and civil servants for their violations in a bid
to ensure transparency, parity, and accuracy./.

A delegation of the Indian Embassy in Vietnam led by Ambasador Sandeep Arya paid a working trip to Hoa Binh province on April 1, aiming to explore cooperation opportunities. The delegation was received by Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee, along with Nguyen Van Chuong, Vice Chairman of the provincial People’s Committee, and representatives from various departments and agencies.
A delegation from the Standing Board of the Hoa Binh provincial Party Committee led by Nguyen Phi Long, an alternate member of the Party Central Committee and Secretary of the provincial Party Committee, on March 20 inspected the progress of the Hoa Binh - Moc Chau expressway project in Mai Chau district.
The Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation of Hoa Binh province convened a meeting on March 11 to deploy key tasks.
Lac Son district is reorganising and streamlining its organisational apparatus and the contingent of officials, civil servants and public employees in line with Resolution 18 issued by the 12th Party Central Committee.
The provincial Department of Public Security has reorganised its structure to enhance operational efficiency and meet the evolving demands of the new era. In line with the Resolution No. 25 of the Central Public Security Party Committee, the move aims to streamline personnel, standardise leadership roles, and strengthen the police force’s capacity while creating better conditions for modernising equipment.
The subcommittee for documents of the 18th Hoa Binh provincial Party Congress, the 2025 - 2030 term, convened on March 3 to review and incorporate public feedback on the congress’s draft documents. The meeting was chaired by Nguyen Phi Long, an alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee. It was attended by senior provincial officials, including Bui Thi Minh, Permanent Deputy Secretary of the provincial Party Committee and Chairwoman of the provincial People’s Council; Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; other members of the Standing Board of the provincial Party Committee; and members of the document subcommittee.
