1. The work of building the Party and the political system has focused, the directing and administration capacity of the Party committees and the authorities at all levels has been oriented towards the substantiveness and effectiveness. The Standing Committee of the Provincial Party Committee, the People's Committee have renewed the leadership and directed the comprehensive implementation of the tasks of Party building, improving the state management capacity, drastically developing the action programs, the projects and the resolutions to focus on leading the implementation of the Resolution of the Party Congress and the year's political tasks. The Standing Board of the Provincial Party Committee has issued 15 action plans, many important projects to implement the Resolution of the 13th National Party Congress and the 17th Provincial Party Congress Resolution. The Party development has received the special attention after many years of exceeding the target, the provincial Party Committee has admitted 1,611 party members, equaling 100.69% of the plan.
2. Successfully organizing the election of the deputies to the 15th National Assembly and the provincial People's Councils at all levels for the term of 2021-2026, ensuring the progress and compliance with the regulations. In the province there were 1,279 election teams with 645,995 voters. The voter participation rate reached 99.04%. The election results basically ensured the correct structure, composition and quantity. They elected 6 out of the 6 National Assembly deputies; 58 out of the 58 delegates of the Provincial People's Council; 333 out of the 333 delegates of the People's Councils of the districts and the city. They elected 3,305 out of the 3,322 deputies to the People's Councils of the communes, the wards and the townships.
3. Well controlling the development of Covid-19 pandemics. The Party committees and appropriate authorities at all levels have focused on the epidemic prevention and control; well controlling the epidemic development, preventing the epidemic from breaking out and spreading on a large scale. The officials and the people in the province have actively participated in supporting and donating to the fund of COVID-19 prevention and control; sending a delegation of nearly 600 health officials and doctors to support the pandemic prevention and control in Hanoi, Ho Chi Minh City and Binh Duong province and providing the financial and material support to help and share with some provinces greatly affected by the pandemics. The province has overcome the peaks of the epidemics, ensuring the normal life, protecting the people's health and lives, and developing social economy.
4. Securing and improving the major economic balances. The economic growth was estimated at 2.66% (if excluding Hoa Binh Hydropower Plant, the province's GRDP growth reached 5.5%); GRDP per capita was 61.5 million VND. The total social investment was estimated at 17,105 billion VND. The total state budget revenue in the area increased by 36% compared to that of 2020. The total local budget expenditure was estimated at 95% compared to that of 2020. In particular, the export turnover of the whole year was estimated at 1,218 million USD, increasing 18 02% compared to that of 2020. The import turnover was estimated at 980 million USD, up to 12% compared to that of 2020. The economic structure continued to shift in the right direction, the urbanization rate reached 31.6%. The poor households decreased to 6.6%. The public investment plan was strictly implemented. The public investment plan for 2021was promptly reviewed and adjusted. It was estimated that 100% of the assigned public investment capital plan were disbursed in the whole province.
5. The field of agriculture, forestry and fishery production continued to make an important contribution, being the "support” in the economy with a growth rate of 1.9% compared to that of 2020. In particular, some products have approached the difficult markets in Europe such as fresh sugarcane exported to Germany and the UK; the products of bamboo shoots and vermicelli were exported to the Netherlands, Japan... In the province there have been 9 more communes meeting the standards of the new rural area, bringing the total number of communes to the destination of the new rural area up to 65 communes, which is equal to 50.4% of the communes, the highest number in the Northwest; 31 more products have been recognized as OCOP products at provincial level, and currently there 100 OCOP products in the whole province.
6. Stepping up planning work, the province has completed the first phase of the provincial planning for the period of 2021-2031, with a vision to 2050, and is taking the steps to second phase; the planning of the subdivision for the national tourism area within Hoa Binh Lake has been completed; the formulation and adjustment of the general planning, the zoning planning, the district’s planning and a number of potential and advantageous locations are in progress to attract investment.
7. The investment resources have been focusing on the infrastructure development, especially the transport infrastructure with the proportion of the public investment accounting for 53% of the total allocated capital for the period of 2021 - 2025. The province has approved the policy of the key traffic projects such as the road linking Kim Boi area with Hoa Binh - Moc Chau highway (Son La), Hoa Binh - Moc Chau highwway, the project connecting Hoa Binh province's traffic and irrigation infrastructure with the national transport infrastructure... Two bridges with a total investment of 590.81 billion VND in Hoa Binh have been completed and put into use.
8. It is decided to implement the solutions to improve the environment of business investment, in which the focus is on improving the administrative way. In 2021, the province established a Steering Committee to remove difficulties for the businesses and the investors; the regulations on investment procedures have been promulgated; the regulations on the site clearance have been promulgate; the DDCI number has been completed; 30% of the time handling the administrative procedures has been reduced... Thereby, it gradually improves the environment of the business investment, attracting many large investors.
