(HBO) – Prime Minister Pham Minh Chinh and a working delegation on May 27 inspected the construction of the Hoa Binh – Moc Chau (Son La) expressway at the starting section (Km29, Hoa Lac-Hoa Binh road, Ky Son ward, Hoa Binh city).

Welcoming and working with the delegation were Secretary of
the provincial Party Committee Ngo Van Tuan; Vice Secretary of the provincial
Party Committee and Chairman of the provincial People's Council Bui Duc Hinh;
Vice Secretary of the provincial Party Committee and Chairman of the provincial
People's Committee Bui Van Khanh; and Vice Chairman of the provincial People's
Committee Quach Tat Liem; and leaders of a number of departments and sectors.
The starting point of the Hoa Binh - Moc Chau expressway
project is Km29 of Hoa Lac - Hoa Binh road in Ky Son ward of Hoa Binh city, and
the end point is Km84+600 (or Km69+800 on National Highway 43), in Phieng Luong
commune, Son La province’s Moc Chau district, with a total length of 84.6 km,
of which 53 km lies to Hoa Binh territory. It passes through Hoa Binh city, Da
Bac and Mai Chau districts and Van Ho and Moc Chau districts of Son La.
The project is divided into three sub-projects. In the
territory of Hoa Binh province are the Km0-Km19 sub-project of connecting the
Hoa Binh - Hanoi region and Son La expressway (Hoa Binh - Moc Chau), and the
Km19-Km53 section.
The Km0-Km19 section has a total investment of 4.12 trillion
VND (177.6 million USD) in the first phase, of which 2.5 trillion VND is
sourced from the central budget and the rest, the local coffer. Construction on
the sub-project is expected to be implemented from 2022-2027.
Meanwhile, the K19-K53 section has a total investment of
9.77 trillion VND. Of the total, 4.65 trillion VND is expected to be allocated
from the Socio-Economic Recovery and Development Programme.
To make the project soon be implemented smoothly, Hoa Binh
province proposed to the Prime Minister to assign the provincial People's
Committee to be the agency in charge of the Km19-Km53 project, and decide on
the official allocation of the central budget capital for the project, and
continue to pay attention to supporting the province for the lack capital to
invest in completing the section.

Inspecting at the starting point of the project, Prime
Minister Pham Minh Chinh said that the Government will arrange capital for the
locality. He asked the province to proactively coordinate with the Ministry of
Planning and Investment and the Ministry of Transport to remove obstacles
related to procedures.
The Prime Minister also requested Hoa Binh and Son La
provinces to actively coordinate and launch an emulation movement to implement
the project, and assigned ministries and sectors to actively coordinate,
support and assist localities in carrying out the project./.
The subcommittee for documents of the 18th Hoa Binh provincial Party Congress, the 2025 - 2030 term, convened on March 3 to review and incorporate public feedback on the congress’s draft documents. The meeting was chaired by Nguyen Phi Long, an alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee. It was attended by senior provincial officials, including Bui Thi Minh, Permanent Deputy Secretary of the provincial Party Committee and Chairwoman of the provincial People’s Council; Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; other members of the Standing Board of the provincial Party Committee; and members of the document subcommittee.

March 3 marked the first official working day for specialised agencies under the provincial People's Committee following the merger or transfer of functions and tasks from the previous agencies. On this day, the newly merged departments and agencies took proactive steps to arrange personnel, organise workflows, and implement tasks efficiently, ensuring that administrative procedures were carried out smoothly without interruption.
Kim Boi district of Hoa Binh province has thoroughly implemented and adhered to Resolution No. 18-NQ/TW on restructuring the organisational apparatus of the political system towards a streamlined, efficient, and effective direction, ensuring no disruption of work.
By mid-February, Da Bac district completed a plan to streamline its organisational apparatus and personnel work, marking a milestone in efforts to promote restructuring towards a leaner, more efficient organisational system, closely following directives from the Party Central Committee’s Resolution No. 18-NQ/TW, and Conclusion No. 121-KL/TW, and Resolution No. 27-NQ/TU of the provincial Party Committee and Conclusion No. 1103-KL/TU by the provincial Party Organisation’s standing board.
