In 1956, following the Party and State's policy, 45 cadres in the South moving to the North, and a number of political prisoners from Chi Hoa prison returned by the French came to Luong Son district. They then established Group 1 and the Chi Hoa Production Group tasked with reclaiming wasteland and developing the economy in Luong Son district.
