Doc Lap is a extremely difficult mountainous commune of Hoa Binh city, with its economy depending mainly on the development of agriculture, forestry, handicrafts, trade and services. The poverty rate decreases to 5.18%, the rate of near-poor households is 6.9%, and average per capita income reaches 42 million VND (1,730 USD) a year.

At the meeting, Doc Lap commune proposed the competent authority to increase funding to implement three national target programmes, and attract investment in developing ecotourism models to create jobs for local workers and improve people's living standards.

Long acknowledged and praised socio-economic development and new-style rural area building results of Doc Lap commune. Regarding tasks for the coming time, he emphasised that as Party building is a key task, it is necessary to continue promoting the work of building and rectifying the Party and the political system, and strengthening political and ideological education, considering this an important and regular task; enhancing the role of Party organisations; resolutely preventing, pushing back, and strictly handling officials and Party members who degrade in political ideology, ethics, lifestyle, and "self-evolution" and "self-transformation" manifestations; and improving the quality of officials, Party members, and leaders.

Regarding economic development, he asked the commune to focus on developing high-quality agriculture and forestry effectively and sustainably; upgrading the rural transportation system to meet people’s travel and goods transportation needs; supporting and improving the quality of education and training, health care, and human resources; preserving the cultural identity and architectural works bearing the typical identity of the Muong people; and researching and learning to build and replicate appropriate and effective community tourism models.

Previously, the leader and the working delegation visited and gave gifts to three poor households in the commune.
