By promoting the leadership over the implementation of four strategic breakthroughs, namely planning, business climate improvement, infrastructure investment, and human resources development, Hoa Binh province now has big opportunities to successfully carry out the resolution of the 17th provincial Party Congress.


 Work on the road linking Tran Hung Dao Road with Dan Chu ward and National Highway 6 is being accelerated.



Since the start of the 17th tenure, the provincial Party Committee and its Standing Board have enhanced their leadership and direction over the implementation of comprehensive measures for performing focal and breakthrough tasks. They have conducted frequent examination and used performance results as a measurement of the capacity of collectives and individuals, especially heads of units. As a result, improvements have been recorded in the implementation of political tasks, especially the strategic breakthroughs.

The Hoa Binh Master Plan for 2021 - 2030 with a vision to 2050 has been approved by the Government. It serves as a scientific basis and an important legal tool for the provincial Party Committees and administration to lead and direct state management activities, design policies, create development momentum, and implement socio-economic development plans.

Over the past years, the province has mobilised and prioritised resources for developing infrastructure, especially transport facilities, infrastructure in key areas, industrial parks and clusters, urban areas, and national tourism sites.

Investment and tourism promotion activities, administrative reform, investment and business climate betterment, and enterprise and collective economy development have continued to be stepped up. In particular, local authorities have taken various measures to tackle difficulties and support businesses and investors. Administrative reform has been carried out comprehensively, thus gradually meeting demand of local people, businesses, and organisations.

For 2024, the province targets a growth rate of 9% in gross regional domestic product (GRDP), per capita GRDP at 77.59 million VND (nearly 3,200 USD), 23.6 trillion VND in total investment, 5.76 trillion VND in state budget revenue, 2 billion USD in exports, nearly 1.38 billion USD in imports, 123.91 million VND worth of productivity per labourer, and the poverty rate under multidimensional standards reduced by 2.3 - 2.5%.

To reach those targets and create conditions for successfully implementing the resolution of the 17th provincial Party Congress, the provincial Party Committee will boost its leadership over the comprehensive performance of the Party and political system building tasks while promoting the role and sense of responsibility of officials and Party members, especially heads of units, towards the implementation of political tasks and strategic breakthroughs.

In particular, Hoa Binh will effectively carry out the provincial Master Plan for 2021 - 2030 with a vision to 2050, improve the effectiveness of administrative reform and digital transformation, tackle institutional difficulties and bottlenecks, reorganise and streamline the administrative apparatus and non-business public units, better the investment and business climate, and promote the provincial competitiveness. The province will also press on with fruitfully implementing the provincial Party Committee’s Standing Board’s project on developing science, technology, and innovation at the same time with improving educational quality and developing high-quality human resources in the 2021 - 2025 period. Resources will also be prioritised for investing in and building the transport facilities important to socio-economic development.
