In order to improve the validity and efficiency in state management over tourism, mobilise investment resources for tourism development, and gradually turn it into a key economic sector, the Hoa Binh provincial Party Committee’s Standing Board on December 27, 2023, issued Directive No. 49-CT/TU on strengthening the Party's leadership in managing and promoting tourism development in the province.
Accordingly, the board requested Party
committees, authorities, the Fatherland Front and socio-political organisations
to focus on enhancing the Party's leadership, the participation of the
Fatherland Front and socio-political organisations, and the responsibility of
heads of Party committees and authorities in leading, directing, and organising
the implementation of projects, thematic resolutions, directives, and action
programmes of the provincial Party Committee related to tourism development.
Attention should be paid to carrying out
the planning work in a concerted and effective manner, and sustainably
exploiting tourism resources associated with preserving and promoting the
traditional cultural identities of ethnic groups, and building Hoa Binh tourism
brand.
The board also asked for the acceleration
of key transport projects in the province to serve tourism development, and the
increased support for the implementation of key investment projects in the
non-smoke industry with none-state budget capital directed by the province’s
steering board for the implementation of key projects.
More efforts must be made to build
mechanisms and policies to mobilise investment resources to upgrade technical
infrastructure in key tourist areas and destinations; assist investors to
develop cultural, spiritual, eco-resort, and community-based tourism products,
and rural tourism associated with local OCOP (one commune one product)
products; and support community-based tourism villages, local people, and
ethnic minorities to learn vocational and tourism skills.

places with potential for tourism development to add to planning; strengthen
management over environmental resources; maintain security and order; and
create conditions to attract more investment in the non-smoke industry.
