(HBO) – Hoa Binh province has been complimented by the Government Committee for Ethnic Minority Affairs for its effective support to poor communes. Despite modest material support, the responsibility shown by provincial authorities is considerable, reflecting the great attention of the Party and State, the cohesion among agencies and units as well as Party committees, administrations and people in difficult communes. Departments, agencies and units have implemented various practical activities to help communes facing extreme difficulties build and consolidate the political system, ensure defence and security and carry out many training and technology transfer activities, thus building production development, poverty reduction and new-style rural area building, and presenting gifts to the needy.

In the 2014-2017 period, the province had 6 communes and 4 villages completing the Programme 135’s objective on support to poor localities. Of which, Dong Buoi village in Truong Son commune, Luong Son district and Buc village in Tu Ne commune, Tan Lac district finished the programme in 2015, while two villages of Roi and Binh Tien in Dan Ha commune, Ky Son district and six communes of Yen Hoa in Da Bac; Phuc San and Pa Co in Mai Chau district; An Binh and Yen Bong in Lac Thuy district also concluded the programme in 2016. In 2017, the province has had 99 communes and 99 villages supported by Programme 135 under the Prime Minister’s Decision No. 900/QD-TTg dated June 20, 2017 and Decision 414 /QD-UBND dated 11/7/2017 of Minister-Chairman of the Committee for Ethnic Minority Affairs.

Thanks to investment sources, the socio-economic development in communes of special difficulty in Lac Son district has been promoted.

Of the 99 poor communes, 15 have registered to complete the new-style rural building programme’s criteria by 2020, which was approved by the provincial People's Council. Therefore, it is necessary to assign new-style rural area building tasks to agencies and units, especially those who are responsible for the programme.

Meanwhile, it is a need to adjust the decision to assign the tasks of helping poor communes in line with the plan approved by the provincial People's Committee. Based on that, from now to 2020, the agencies and units have to help the communes to develop detailed plans to determine what need to be done to achieve the targets in building new-style rural areas. 

It requires a considerable amount of investment for the support of poor communes from now to 2020. Under the Prime Minister’s Decision No. 1865 dated January 23, 2017, the communes will receive a total of 712 billion VND, or 7 billion VND each.

Meanwhile, the provincial People's Council has approved an investment of 4 billion VND per commune in 2020, raising total investment for a poor commune to 12 billion VND. A detailed plan of action is needed to make the investment effective. Based on the results of the actual review, the commune should choose priority areas to invest to ensure the efficient use of resources. 

In addition, the annual budget of hundreds of billions of VND is also added to the building of new-style rural areas. At the same time, it is necessary to change production in a sustainable manner. Based on the orientation and objectives given by the provincial People's Council, People's Committee, departments and agencies, there should be a plan to support difficult communes to solve the rural environmental problems. Coordination should be made in the construction of model roads and residential areas, and the implementation of the movement of keeping environmental sanitation. It can be believed that by 2020, the province will complete with high quality the new-style rural area building programme, resulting in fundamental changes in supporting poor communes./.
