The emulation movement "Hoa Binh joining hands to build new-style rural areas” has been widely spreading, becoming a driving force that motivates the localities to renew rural landscapes and improve the material and spiritual lives of the residents. In this movement, the people play a central role-both as the main implementers and direct beneficiaries of its outcomes.

In recent years, under the motto "The State and the People work together”, the localities have actively mobilized the people to contribute labor, land, and funding to jointly build infrastructure and improve rural areas. Between 2021 and 2024 alone, over 571 billion VND was mobilized from the public and community sources. This is an important resource that has significantly contributed to the program’s positive outcomes.

Lo Son Commune (Tan Lac District), a remote commune starting from a low base, has successfully achieved new-style rural status thanks to the "power of the people”. A notable example is Ui Hamlet, where the households have donated over 3.6 hectares of farmland to build a wide road across the rice fields. Mr. Bui Trung Đong, a resident who donated land for the road, says: "In the past, the road was narrow and transporting rice and other crops was very difficult, especially during the rainy season. Now, the new road is wide and paved, making travel easier. Each family may have given up some land, but the long-term benefits are well worth it”.

Up till now, 80 out of the 129 communes in the whole province have met the standards of the new-style rural areas, including 30 meeting the standard of the advanced communes,1 model commune, and 3 district-level units recognized as having completed the new-style rural development mission. The province also boasts 75 exemplary residential areas with numerous production models tied to product branding, community tourism, and digital transformation implemented effectively. Especially notable is the strong growth of the "One Commune, One Product” (OCOP) program, with 158 certified OCOP products rated 3 stars or higher, creating additional livelihoods and raising incomes for the rural people.

Yên Trị Commune (Yen Thuy District) stands out as a bright spot in rural development. It was recognized as an advanced new-style rural commune in 2020 and has now become the province’s first model commune. According to Mr. Bui Phi Diep, Chairman of the Yen Tri People’s Committee, achieving this goal required launching grassroots-level emulation campaigns, building exemplary residential areas, and effectively combining external support programs with internal community efforts. The commune government supported materials in part, while local residents contributed labor and funding to build roads, cultural houses, schools, and beautify public spaces. As a result, the rural landscape has become increasingly modern, clean, green, and beautiful, enhancing both living standards and community awareness.

The experience from Yen Tri shows that building new-style rural areas is not a short-term campaign but a long-term process deeply connected to the transformation of each hamlet and household. The foundation lies in empowering people as key actors, strengthening self-governance, fostering solidarity, and reinforcing the sense of community responsibility.

For the 2026–2030 period, Hoa Binh province aims to have an additional 13 communes meeting the new-style rural standards, 17 advanced communes, and 4 model communes. To achieve this, the local authorities and sectors will continue promoting patriotic emulation movements, leveraging the roles of the Fatherland Front and mass organizations, and encouraging innovative models and effective grassroots initiatives. At the same time, efforts will focus on targeted investment, integration with digital transformation, rural economic development, and improving the quality of already achieved criteria.
