HBO - Mr. Bui Van Tinh, the Vice Chairman of the People's Committee of Hung Tien Commune (Kim Boi) says in order to improve the quality of the movement of building the cultural families, the Steering Committee of the movement "All people unite to build the cultural life” of the commune has implemented in accordance with the order and procedures specified, from the organization of registration to review, recognition and issuing the certification for the families meeting the cultural family standards.

The Women's Union of Hung Tien commune (Kim Boi) has been propagating and mobilizing its members to build the cultural families.

The review of the cultural families is done strictly, openly and democratically. Each time when a review of the title of the cultural family is held, each family is allowed to listen to the neighbors' suggestions on the pros and cons. In addition to the comments and the evaluations, the commune’s leadership organizes a secret ballot during the title review.

Five out of five hamlets of the commune have built their own regulations and conventions. The contents of the regulations and conventions are in accordance with the laws and the local practices. Through the implementation of the regulations and conventions, people are conscious of obeying the law, implementing a civilized lifestyle, preserving fine customs and habits in the community. The social evils are prevented in time. People have been actively participating in the community activities, contributing labor days, donating land to build public works. All issues related to residential activities are discussed democratically, openly in the commune’s meeting. In 2018, the people of the hamlets contributed over 500 million VND to build the rural roads, the intra-field traffic and the road clearance without any compensation. Chi Ngoai hamlet has installed a lighting system and trees are planted in each family.

The movement of construction of the cultural families has created a lively emulation movement. It has entered into essence and received the high consensus from the people, contributing to building the thought, morality, healthy lifestyle in the society and arousing the good national tradition. In 2018, in Hung Tien commune there 348 out of 484 families recognized for the cultural families, accounting for 71.9%. The average income per capita of the whole commune has reached 17 million VND, the rate of poor households has decreased by 18.5%.

In the 2024 - 2025 school year, the entire Hoa Binh provincial education sector includes 520 educational institutions and schools. Among them are 13 ethnic boarding schools with 153 classes and 4,487 students. Four of these schools have met national standards, reaching 30.7 percent.
