Thoroughly studying the Ho Chi Minh Thought, the Party organisation of Hoa Binh provincial Party Committee’s Office is aware that a strong organisation must be made of strong Party cells so it has focused on strengthening the role of each Party cell.

Aiming to promote the sense of responsibility and pioneering the roles of those holding the top positions of each Party committee and unit, the Party organization have amended and supplemented workingregulations to clearly stipulate therights and responsibilities of the top officials.
