(HBO) – Prime Minister Nguyen Xuan Phuc chaired a teleconference with ministries, sectors and localities on October 29 to look into the implementation and capital disbursement of programmes and projects using official development assistance (ODA) and foreign concessional loans.

 Hoa Binh officials at the event included Secretary of the provincial Party Committee Ngo Van Tuan, Vice Secretary of the Party Committee and Chairman of the provincial People’s Committee Bui Van Khanh, Standing Vice Secretary of the Party Committee and Vice Chairman of the People’s Committee Bui Duc Hinh, Vice Chairman of the People’s Committee Nguyen Van Toan, along with officials of local relevant agencies.

The Ministry of Planning and Investment reported that between January and October, ministries, central agencies and localities have seriously complied with the PM’s directions made at previous teleconferences on boosting public investment disbursement, resulting in improvements in the disbursement of foreign concessional loans.

The rate of disbursed foreign capital increased from 21.26 percent in the first eight months to 30.15 percent in 10 months, higher than the same period last year.

About 734.5 billion VND (31.6 million USD) of foreign capital was provided for Hoa Binh province. Meanwhile, more than 794 billion VND, including given and borrowed ODA capital, was allocated to projects. After the provincial People’s Committee had proposed cutting its assigned foreign capital for implementation in 2020, the capital was reduced to 467.86 billion VND.

As of October 23, 127.82 billion VND of foreign capital had been disbursed for projects in Hoa Binh, accounting for 16 percent of the total assigned capital. Regarding the 2019 capital disbursement plan that was not completed last year and has to continue in 2020, the disbursement rate had reached 61 percent.

Concluding the conference, PM Phuc requested ministries, central agencies and localities to seriously adhere to the Government’s directions by thoroughly dealing with existing problems and obstacles facing major projects and stepping up disbursement in potential ones.

He underlined the need for taking drastic solutions and promoting each ministry, sector and locality’s sense of responsibility so as to accelerate project implementation in 2020 and the years to come./.
