(HBO) – In Cha Day hamlet of Pa Co commune (Mai Chau district), Sung A To is a prestigious person who has won the affection and trust from local residents.


Through his concrete deeds, Sung A To has brought into play his role as a prestigious person in the community.

Many locals said that in the past, Mong ethnic people in Cha Day hamlet had to struggle with numerous hardships in their life. In the face of that fact, Sung A To has encouraged them to develop livelihoods in accordance with the Party and State’s guidelines and policies. Following his advice, many households have changed their mindset to plant forest and cultivate tea and vegetables. As a result, they have recorded better production effectiveness, helping improve their living conditions and reduce the household poverty rate. There are only 11 households living under the poverty line in the hamlet at present.

The improvements in Cha Day are substantially attributed by To. At the age of 83, he still devotes himself to communications activities. His deeds and advice have always been believed and followed by local residents. like Sung A To, Bui Thi Minh, a woman in Chieng hamlet of Vinh Dong commune (Kim Boi district), has also brought into play her role as a prestigious person by setting a good example and taking the lead in all local activities.

Making use of her prestige and persuasiveness, she has joined local Party committees and administrations in encouraging people to seriously adhere to the Party and State’s guidelines and policies, and stay united to develop a civilised lifestyle. In particular, she has helped authorities persuade local residents to support the building of a road linking different localities so as to facilitate site clearance and compensation.

These are two typical examples of prestigious persons in Hoa Binh province. Statistics show that the province currently has 1,282 prestigious persons in ethnic minority areas. They consist of 1,167 men (91%) and 115 women (9%). Among them, 1,027 are of the Muong ethnic group, 68 Thai, 50 Tay, 50 Dao, and 16 Mong. Over the past years, prestigious persons of ethnic minorities have properly performed their role in helping implement the Party and State’s guidelines, policies, and laws and
encouraging locals to meet citizens’ obligations. By making use of their prestige, they have fulfilled their role as the "nucleus” of solidarity in communities, set good examples, and called on others to actively engage in grassroots movements and activities. Many of them have succeeded in persuading locals to donate land to serve the construction of facilities.

According to the province’s Board for Ethnic Minority Affairs, prestigious persons in ethnic minority communities have greatly contributed to local emulation movements. They have acted as "bridges” connecting the Party and administrations with people and also as the "nucleus” of solidarity, taken the lead in movements, and encouraged locals to participate in joint poverty reduction efforts, thereby helping guarantee political security and social order and safety in ethnic minority and mountainous areas of Hoa Binh.
