Also attending the event were Ngo Van Tuan, member of the Party Central Committee, State Auditor General; Nguyen Huu Dung, Vice President of the Vietnam Fatherland Front Central Committee; Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Hoa Binh provincial Party Committee; Bui Duc Hinh, Permanent Vice Secretary of the provincial Party Committee, Chairman of the provincial People's Council; and Bui Van Khanh, Vice Secretary of the provincial Party Committee, Chairman of the provincial People's Committee.

Pho Re has 115 households with 458 members, 65% of whom are Muong ethnic people. Local people are always united and actively participate in patriotic campaigns and emulation movements, especially the "All people unite to build new-style rural areas and civilised urban areas" campaign. In 2023, the average income reaches 52.5 million VND (2.155 USD) per person, and there are two poor households and three near-poor ones left.
At the event, collectives and individuals with achievements in residential area building and households gaining the title of typical cultural families for three consecutive years were honoured.

Speaking at the festival, Binh affirmed that the Party and State always create conditions and pay attention to improving the material and spiritual life of people.
He asked the local Party Committee, authorities, Fatherland Front and member organisations to continue inspiring the strength of great national unity; promoting the will, aspirations, and innovation emulation spirit of people from all walks of life; participating in building and protecting the country in the new situation; taking more specific and practical actions to take care of the material and spiritual life of locals; coordinating in effectively implementing ethnic programmes and policies in the locality; and upholding grassroots democracy.
On this occasion, Binh presented a flower basket and a television to Pho Re; 40 gifts worth 2.5 million VND each to people who rendered service to the nation, policy beneficiaries, the elderly, and reputable people of the commune; and awarded 1 billion VND to the provincial Fatherland Front to build auxiliary works for schools.
State Auditor General Ngo Van Tuan donated 10 bicycles to poor students with good learning performance in the commune. The Vietnam Fatherland Front Central Committee, the provincial Party Committee, People's Council, People's Committee, Fatherland Front and several departments, sectors, and Lac Son district also presented gifts to the residential area.
A delegation of the Indian Embassy in Vietnam led by Ambasador Sandeep Arya paid a working trip to Hoa Binh province on April 1, aiming to explore cooperation opportunities.
