In 2023, the People's Committee of Hoa Binh province directed well the implementation of the New rural construction program. Hoa Binh province has 7 more communes meeting new rural standards, the total number of communes in the whole province meet new rural standards 80 communes; on average, it achieved 16.2 criteria/commune.
In order to complete targets and criteria in population, the Population-Family Planning Sub-Department of Hoa Binh has strengthened communications to enhance public awareness and change community’s behaviours on population and development in the new situation.
Recently, from the "For a Beautiful Life” fund, Dai-ichi Vietnam Life Insurance Company Limited and the National Fund for Vietnamese Children donated 100 scholarships worth 1 million VND (41 USD) each to students with special and difficult circumstances of Vay Nua Ethnic Boarding Primary and Secondary School in Vay Nua commune of Hoa Binh province's Da Bac district.

Tan Lac district has assigned forestland to local people under contracts with a view to protecting the forest and generating stable incomes for its residents, especially those in areas with special difficulties. The district is now home to more than 53,000 hectares of land, including over 18,300 hectares of natural forests and nearly 7,200 hectares of planted ones. Together with afforestation, the district has carried out an array of measures to better manage and protect forest land.
Decree No. 28/2022/ND-CP of the Government on preferential credit policies to implement the national target programme for socio-economic development in mountainous and ethnic-inhabited areas for the 2021 - 2030 period (Phase I from 2021 – 2025) is opening up opportunities to improve the lives of people in these areas in Hoa Binh province in general and Mai Chau district in particular. Since the decree was issued, the transaction office of the Vietnam Bank for Social Policies in Mai Chau district has closely coordinated with local authorities at all levels to drastically direct the review and approval of lists of beneficiaries, and disburse loans.
By the end of November 2023, Hoa Binh province has 73/129 communes meeting new rural standards, reaching 56.6%. In which, 28 new rural communes have improved; 1 commune meets model new rural standards; 60 model residential areas, 174 model gardens.

Dai Dong hamlet in Ngoc Luong commune is a typical hamlet, leading the pomelo growing movement in Yen Thuy district. The appearance of the countryside and the lives of the people here are changing day by day thanks to the economic efficiency of the Dien pomelos. That achievement is closely associated with Mr. Pham Thua Dung, the pioneer who brought Dien pomelos to Dai Dong fields.

The Socio-economic Development Strategy for the 2021 - 2030 period affirms that science - technology and innovation are one of the important strategic breakthroughs. Accordingly, developing science, technology and innovation is a top national policy, and a main driving force to promote growth, and create breakthroughs in productivity, quality and efficiency.
In 2023, Cao Phong district sets a goal: focusing on directing and trying to turn Thung Nai into a new rural commune. Determining to reach the finish line on schedule, at this time, the Party Committee, the appropriate authorities and the people in the commune are making their efforts to complete the criteria.
The agriculture and rural development sector of Hoa Binh has focused on restructuring its cultivation sector by converting areas of low-efficiency crops into crops that can bring higher economic value and meet market demands. It has also enhanced investment attraction, developed value chain-based production linkages, and took proactive measures to prevent and control diseases of crops.
Over the past time, the Party Committee and authorities of Luong Son have concertedly taken breakthrough solutions to boost comprehensive and sustainable development in the district, upholding its role as an economic driving force of Hoa Binh province. The locality strives to meet the basic criteria set for a township-level administrative unit by 2025.
With many breakthrough solutions to implement the provincial Party Committee’s Directive No.35-CT/TU on land accumulation and consolidation, by November 2023, Lac Thuy district had combined and swapped about 610 hectares of land, helping to form concentrated commodity production areas, facilitating mechanisation and the application of technological advances in agricultural production.
The People's Committee of Hoa Binh province has just issued Official Dispatch No. 2065/UBND-NVK on continuing to promote the implementation of a programme on reducing and simplifying administrative procedures related to business activities in the 2020-2025 period.
On the afternoon of November 29, the Steering Committee completed the criteria for Hoa Binh city to be recognized as the type II urban area under Hoa Binh province at the first Steering Committee meeting. Comrade Bui Van Khanh, Chairman of the Provincial People's Committee chaired.
Recently, to concretize the movement to join hands in building new rural areas, all levels of the Women's Union in Da Bac district have implemented many practical movements and activities. Thereby, it has been contributing to changing the face of the rural areas, positively contributing to the socio-economic development and improving the people's lives.
